Could that be a radar retroflector for ships and or aircraft?

In the US I am used to seeing those metal discs buried in concrete.

Not a survey marker, its a radar reflector called a corner reflector or "trihedral" and its only made to cover a 180deg swath since its missing the right angle piece facing into the hill. Its a large trihedral and good down to a couple of GHz and should provide a huge return to any radar pointed at it.
