It's basically what we call a survey marker in the US.

In the US I am used to seeing those metal discs buried in concrete.

That was my guess. I was a surveyor in my early working years and I've seen similar devices. Thanks!

Not a survey marker, its a radar reflector called a corner reflector or "trihedral" and its only made to cover a 180deg swath since its missing the right angle piece facing into the hill. Its a large trihedral and good down to a couple of GHz and should provide a huge return to any radar pointed at it.

Exactly. A theodolite is setup and aligned over the top of the disc.
