Is there anything on the Brookland Tower other than encrypted RCMP?

Yes, without a doubt. lockout the annoying ENC and listen away. While I see lots of VHF assignments for that county, you seem to have other non ENC traffic on that system, so keep it in the scanner's rotation.

There should be; Fire, DNR, TIR, EMO and other TMR users.

Try doing an ID search. Or check the database and program in some talkgroups into your scanner, see what you get.
