NBC4 just aired a brief video of this incident. Few minutes before 4:30pm, I heard some encrypted transitions over 7Alpha. I did not think much of it; it probably was the dispatch for the bomb squad. The so called "bomb" was a plastic device containing PEPCO plans.

COLESVILLE, Md. -- Fire investigators and bomb squad members investigated a suspicious device in Montgomery County Friday afternoon.

The device was found in the 1400 block of Elm Grove Circle in Colesville at about 4:30 p.m., police said.

Police evacuated some nearby residents as a precaution.
