I saw somewhere else on the forums of the NTIA Master Government File for all of the unclassified freqs for government agencies. Under one of the freqs in Pittsburgh, it says "Local trunking system does not provide adequate in building coverage" Could there be a federal trunked site that hasn't been located yet in downtown Pittsburgh?

Comes back to this system:

Thank you, for whatever reason SIRN didn't come up at all when I was doing searches...

406 for SIRN? IDK... More like 460. Hmm, I take that back - they apparently have licensed that frequency. Or maybe not. Maybe FCI Hazelton or FCI Morgantown has some sort of frequency sharing agreement with WVA.

I am not sure of a Federal Trunked system here in Pittsburgh. Yes, 406.4125 is part of West Virginia SIRN, they also have a few other frequencies in the 406 range, don't know the exact frequencies off the top of my head. Also, in the 406-420 mhz range, the US post office has a DMR system for Warrendale. It is lower power.

I did a quick scan of the FCC database for WVA licenses in the 406-407 range - there's only one not related to this site. It makes me think there is a sharing agreement of some kind.

It is strange but it is correct, site 1.49 is also 406 MHz as it is the COG facility at Mount Weather (it is actually located in Clarke County Virginia) but it was entered in the DB as Jefferson County WV as that is the county In WV adjacent to Clarke County --

But maybe the Feds allowed their freqs to be used by SIRN if they could be a user of the system? It would give them access to a wide area system.

It's not unusual at all. The PA-STARNet system has multiple sites operating on federal frequencies in the VHF range. Sharing is caring.

Quite Possibly. Only way to find out would be to go there & search the 162 - 174 MHz range for a CC. If this system, the NAC would be 4F#

Just FWIW. There have been new federal trunked systems popping up in several states across the country over the last 18-24 months that seem to be multi-agency use. They're all over the board with their NAC's. Problem is they are all fully encrypted making the users nearly impossible to identify outside using friends and sources. But it is something to watch out for. So far we know of systems in NY/NJ/CT, Virginia, Washington State, New Mexico, California and Illinois.

Choosing the Pittsburgh area for another wouldn't surprise me.

The 406 site that you are hearing is from Preston Co WV. Its a flame thrower into Western PA. I can hear on a small rubber duck antenna in westmoreland co.

Is there a Federal Prison in the area ?

Just a WAG, but I have seen some references to a trunk for a major city and the only nearest trunk is FBoP and was over ~40mi away

Just FYI - the entry in the GMF is from the General Services Administration, referencing 410.8 MHz / 419.8 MHz. The comment references "local trunking system", not necessarily any "federal" trunking system. The GSA is known for leasing space on outside systems as needed.

And no one has mentioned the Bettis Atomic Power UHF trunked system in West Mifflin, Bettis Atomic Power Laboratory Trunking System, West Mifflin, Pennsylvania - Scanner Frequencies. I believe the GSA had some interfacing with that facility, as there are some other federal offices there. They might have been referring to that system, as it indeed does not cover downtown Pittsburgh well at all.
