PL and DCS?!?

I'm kinda confused... I am monitoring 461.5 (Lucas County, OH) not sure who it is, but they're testing an XTS 1500 and a HT 1000, the XTS is TXing with a DCS of 125, the HT 1000 is TXing with a PL of 114.8... and they're talking to each other while TXing DCS and PL's. So, my question, how does this work, and do APCO radio's only TX with DCS? (The XTS was in analog mode, and obviously the HT was too)

They could both be programmed to cross-talk ( I know that's not the right term).

The 1500 could be set up to tx DCS and rx CTCSS while the 1000 is set up to tx CTCSS and rx DCS.


They could also be set up for an open (no tone) rx which would be more plausable.

XTSs can use CTCSS, CDCSS, or P25 NAC.

As Grog said, they were most likely programmed to transmit only and RX CSQ (Carrier Squelch), or they had the monitor function on.

Cross-tone would work, but only for two units on a simplex frequency.
