Can you give the frequency and the area it was received?

118.8 - Federal Emergency Management Agency (FEMA)
118.8 - General Services Administration (GSA)
118.8 - U.S. Capitol Police

I don't have my notes with me right now, but I think I've seen that used on one of my lesser heard CBP frequencies.

I think it will vary on that one. Here in New England we have:

National Guard - VHF High
US Army - VHF High
FEMA - VHF High
Civil Air Patrol - VHF High
USCG Aux - VHF High
US Postal Svc - VHF high

Nothing in UHF

If you're just receiving the PL and not hearing voice, I have heard of people getting interference w/ that PL from the 120 Hz hum of AC electric current.

Then they have some pretty crappy PL filtering, 123 maybe, not 118.

As a side note, some scanners see 131.8 or 136.5 Hz tones where DPL is in use.
