Just as an incident note for this:
Initial response was conducted on Marine 16, switching to Marine 23 as USCG became aware.
USCG swapped to Marine 22 while contacting OCFD. OCFD was able to talk to USCG because an OCFD chief had a VHF radio on him that I don't think was part of his normal stack. TRP4 joined them on the marine channels.
Once things calmed down, command swapped to the COORD 1 talkgroup, and I think the USCG 23A VHF-800-connect talkgroup was patched to that too for USCG and the dive teams.

Hectic day.

Hmmmm.... I wonder if once the 700 system comes more fully on line someone in the Baltimore area would have the interest/need/ability to select a talkgroup that is tied to the incident down there and monitor....thus making it active on the Baltimore site.....

Typically, in a large wide area system such as a state-wide or regional system, location-specific talk groups are restricted to their home site and adjacent sites. For example, if Ocean City FD had a talk group on MdFIRST, it would probably be restricted to sites in Worcester County and possibly Wicomico County. It would jeopardize channel capacity if all talk groups were available at all sites. I can tell you for certain that MSP and MdTA police talk groups are restricted to sites specific to their areas of operation. Of course, there are/will be state-wide talk groups that any user can access at any location for state-wide coordination and emergency calls.

The OCFD water rescue team vehicles, as well as chief and shift commander SUVs have VHF portable radios with marine VHF channels, as well as OC's VHF channels.

Ocean City is among the best of the best when it comes to city-wide command, control, and communications.

I agree and that makes sense. You wouldn't want ever radio in the state switching and listening and tying up the system. An example of that is the current Baltimore area configuration of FiRST seems to result in many talkgroups being transmitted on 2-3 frequencies (sites) simultaneously now due to the coverage required.

My thought wasn't that just anyone could switch to a talkgroup but that folks at the state level might be able to switch and monitor in order to anticipate requests for additional resources (not necessarily in this case but as a general concept).

Use of a statewide talkgroup is an option but that would be for specific conversations vs. providing an ability to monitor operations.

I suppose if necessary a patch could be set up to provide the monitor.
