plane photo's

I was listening to common air frequencies, this one plane flew over and asked permission to turn right atc said it was ok I watched him take his turn then as he leveled off he said Beginning photo session then every 7-10 min he returns and does the samething changeing the flight path but the altitude is the same.seems like hes mapping out the city like in terraserver(zone 19) but the end transmissions he said we got juliet.Is this some type of govt plane ? sec service? Juliet sounds like the one they were after trying to photograph and did. just wondering.

Someone may beat me to this reply, but Juliet is part of the phonetic alphabet for the FAA. He was probably responding to ATC saying he had information Juliet. All ATIS information is usually given hourly, so the information before that one was India.

Aerial photography flight. There are a large number of businesses that take aerial photographs of places either by specific request or on spec.

The photos are used by all sorts of folks - government, utilities, surveyors, etc. for all sorts of purposes. I know that the town I live in gets flown at least once a year, if not more often.
