Richmond Co. There is no Richmond Co on the database map, but it is the little island at the bottom on the far left. It shows New York City on the database map. Not sure why that is.
It appears that a regular scanner will pick up what you want. I would suggest one that decodes PL and DPL tones and does narrowband.

FM: Regular scanner will pick these up. A scanner that decodes the PL or DPL tones help to eliminate interference and noise.
FMN: This is narrowband. Basically all newer regular and digital scanners support narrowband and should say somewhere in its specifications that it does.
P25: This is a digital format. Not sure if it means phase 1 or phase 2, but there are only a few digital scanners that will decode phase 2. This is out of your price range. You could do a descriminator tap on a cheaper radio.
DMR: Digital Mobile Radio. No scanner can decode this digital format. You can however if you tap your scanner and hook it up to your computer.
Trunking Systems: You will need a trunking scanner. Possibly out of your price range. I believe some of those types of systems the scanners cant decode.
Anything that says encrypted, you will not be able to listen. Now you know what your looking for. Do you have one in mind that your looking at?
