It appears that Santa Ana PD as well as other agencies are on this system (link below). They are an 800 mhz system which your scanner cannot pick up as it only goes to 512 mhz. It also looks like all law enforcement talk groups are encrypted which no scanner can decode.
The Pro 35 has only 100 channels so the fastest way is probably to program it manually although there may be a computer aided program out there. I did not look for that.
