Any chance this might have happened: You programmed your scanner, then made some changes, then programmed your scanner a second time to incorporate the changes, but did not Erase the Favorites Lists in the scanner during the second writing? If so, you could be "hearing" the undesired stuff because it was not erased and is still resident in the scanner.
I've spent enough time around programming various things to know there's no bounds to the foolish mistakes I can make lol. Oddly, unlike Sentinel, I haven't seen Proscan prompt me with the option to overwrite. I assumed it was overwriting by default, but I also know where assumptions will get me.
Yes, you can re-use System Quick Key numbers in different Favorites Lists. Otherwise you would be limited to 99 Systems in the whole scanner if you were to use a System Quick Key for each system.
Excellent. Not only that, but imagine trying to make any sense of your lists if SQK#1 turned off systems in FL00, 01, 02 and so on. To further figuring this out, I went back and re-assigned the systems in FL01 as follows: S11 (for System 1 in FL01), S12 (for System 2 in FL01), S13 (for System 3 in FL01). This was the only way I could imagine trying to organize my department qk with any logic, If what I was seeing in the first post was indeed how Uniden intended. When I re-loaded this update back to the SDS100 from Proscan, and repeated the above expirement. Turned off FL00 and FL02. It worked fine. I then turned on FL02 and noticed oddly that S00 in FL02 scanned fined, despite sharing the same S00 SQK. No conflict occurred. It scanned fine. This verified what you are telling me, that SQK# can be re-used and they will function within their assigned FL. So I went back Proscan, opened the FL file I was using above, and re-loaded it into the SDS100. Wouldn't you know it, it functioned exactly as one would hope. When I turned off FL00 and FL02, FL01 scanned perfectly meaning that the correct System (WSP STATEWIDE) scanned and NOT KCERS as before. Magically fixed. At this point it was either as you indicated, a lingering FL, or as I suspect, I triggered some conflict (bug) somehow. Either way, I'm happy it's working as I expected and as you explain it should.
The same is true about re-using Department Quick Keys but in different Systems.
Reuse of System Quick Keys will not speed-up or slow down scan speed. I think whoever said that is a little confused over scan order. Systems with a lower System Quick Key number are scanned before higher (as in 99) System Quick Keys. So when you write to the scanner and then turn it on, it will get to those System Quick Key 00 "things" before it gets to the System Quick Key 99 "things".
I have poorly explained what he was saying. JonWienke was the author of the post. I likely misunderstood Nessnet's point as an extension. Jon's saying not to have the same system in different favorite lists as it causes that same system multiple times as it works through the scan lists. I'm still probably doing poorly explaining it. He does it better here:

Unknown Talk Group Question
Hi All, Apologies if this has been addressed. Did a search, was not able to find info on this specific issue. I have a favorites list the includes my town's talk groups as they appear on the Massachusetts State Police system. They are tagged(named) thanks to existing info on the imported RR...forums.radioreference.com
To Nessent's point, he's using his gps functionality to turn the lists off and on as he travels, so no redundant scanning is actually happening. Great illustration of how to use that functionality.
This goes to what is scanned first and last, but they all get scanned eventually. (See pages 12 and 13 in the manual)
Yeah, Quick Keys do require "memory power", or a cheat sheet in a Smart Phone. Fortunately I only have a few FLs/Systems/Departments that I toggle Off/On regularly so the memory isn't stressed too bad.
This is likely my case as well for now. There's only a few I'll have to toggle with any regularity once it's set up, so between the cheat sheet as others have suggested and it being used as a base for now, I'm hoping to remember those eventually. It'll help knowing that there's a logic to the nomenclature I've selected. FL00 Home 11.20 is the systems I want to monitor at home (created 11.2020). S00 KCERS has all the Departments Labeled (D00 thru D47) with only about 8 I care about turned on. I haven't drilled down and labeled the sites yet lol. So for example, Kent would be 00.00.18 (0.0.18).FL01 (WA Parks etc.) are just curiosity for when I'm out camping, offroading, etc. FL02 (GMRS etc..) are just for fun if its a slow night. Really this whole effort was just a proof to understand the concepts and philosophies I've been reading about here and elsewhere. As others have encouraged, I imagine this will be more about the journey not the destination.
