Welcome to RR & the WV Forum. For the WV State Police Elkins Detachment you will need to program in both the base freq. (42.0600) & the mobile freq. (42.3000) with no delay in your scanner in order to hear both sides of the transmission. Also the WVSP utilizes a low power mobile extender freq. of 156.0300 so the Troopers can use their handhelds to talk back and forth with the detachment.
The Elkins State Police Detachment is not on a repeater system but uses a two freq. simplex system. Also I might add that they use the WVIRP system now as well. I also believe that there is a Fixed Relay freq. over on Sharp's Knob that relays mobile traffic to the detachment on 453.4500. I can't monitor that freq. where I am but sometimes over in Braxton Co. I can pick it up occasionally.
The State Police also uses 155.9700 to communicate with Pocahontas Co. Dispatch. It is also a simplex system.
Hope this helps you some
