That makes a lot of sense. Does that mean that it's someone's job to drive around and listen to this on loop?

drive tests still need to be done but you need to ensure that the testing is consistent. They can be used for comparison of various radios. I found a link a while ago that explains in much more detail how an agency in the Denver area used them to compare radios before a purchase.
