I am not sure if this is the correct place to post this,but here goes:

I am not well versed in Radio subjects so I am looking for some guidance.

An EMS agency is looking for a radio system that need to meet the following criteria:
Point-to-Point radio contact between units
Contact between all portable radios and a "base station"
Furthest distance from "base station" to edge of response area is a half mile
Furthest distance in response area is 1 mile
Ability to penetrate underground service tunnels
Ability to work in buildings 13 stories tall (tallest building in response area)
Units in any of the extreme sections (i.e. tunnels, 13 floor, edge of response area) must be able to
communicate with each other.

What should this EMS agency be looking at in terms of:
Frequencies (UHF, VHF GMRS),
Narrow banding issues,
Base Station radio vs repeater base station radio,
FCC regulations and licensure?
