i was under the impression that those are fire mutual aid only. those are the same as the ones listed under common scanner freq's on this webpage.

Any PUBLIC SAFETY licensee is automatically licensed for these channels, be it fire, EMS, police, or whatever.

You will however find many places like to pretend it is only for the police. Often you will only find the police using it. However, they are for any public safety agency. In CT, it is designed for command interoperability between all agencies involved in a large incident.
