I'd really have to hear them use NR, CR, SR to understand the context. They possibly could be,
NR - No Report
CR - Crash Report
SR - Service/Standard Report
That's purely a guess without actually hearing it myself.
As far as J5, that's probably a local twist to the APCO Signal 43 J-codes. Those standardized (decades ago) codes were J1-J4. Locally they may have created a J5.
