Crime Emergency for D.C.?

WASHINGTON -- A rash of car thefts and other incidents involving young people in the District over the last few weeks has raised a red flag at city hall.
WTOP Radio has learned that D.C. Police Chief Charles Ramsey will reinstitute the "crime emergency" on Monday. The emergency allows commanders to recall officers for patrol duty to deal with a rash of juvenile crime.
