Are the signals used by policeman and dispatchers unique city to city or are there a standard set of signal codes used?

It's a regional thing. Town to town in Oklahoma is fairly consistent, but he further away you go, the less you'll understand. Chicago, for instance, is different. NYC is different again, LA a whole different thing. Generally speaking (*very* generally), suburbs and rural areas follow the nearest big city.

Listen intently for a while though, and you can usually pick up on what they're saying by the context in which the code is given.
