yes it means Scenes Of Crime Officer

they are the guys that take prints, pictures, samples etc at B&E, accidents etc. They are often also called FIS Forensic Identification Srevice but they usually handle the more serious crimes like murder an such

SOCO = Scene of Crime Officer.

They're trained in taking pictures, finger prints, etc...

Just to clarify - The idea behind SOCO is to have certain patrol level officers trained to lift prints and take pictures at crime scenes of a more routine nature like break ins, recovered stolen vehicles, etc. By doing so, they free up forensic science/Ident officers to do the NON routine crime scenes like sex assaults, homicides, etc.
