Police used Jamming Equipment to block protesters' mobile phones.

The polish newspaper, Dziennik has reported that the local police used jamming equipment to block the mobile phones belonging to nurses who had occupied the Prime Minister's Chancellory during last summer protesting for higher wages.

It's reported that the equipment used was so strong that it affected phones belonging to bystanders and residents within a mile of the building. Polkomtel, owner of the Plus GSM network, told the Electionic Communication Office (UKE) that several thousand of its customers had problems with making connections. After three hours, the company cancelled its complaint. Quite why the security services did not simply ask the operators to suspend the local base station has not been clarified.

It's really a valid concern if you are worried about bombs being detonated via cell signal.

I would think the jamming transmitter would pose even a greater threat.

I understand that, do you really believe that the jamming transmitter is more of a threat.

Depending on the design of the receiving trigger device, it could be. I realize these IED's utilized additional signal elements such as touch-tones, numeric codes, sequences, etc, but due to their simple unsophisticated design, I think it's very possible a high level RF signal could overwhelm it and cause it to trigger.

A similar example would be how more powerful military transmitters trigger garage door openers, without implementing the normal code required to do so. Dynamite blasting caps is another example.

the cellphone connected to the explosive must be called. That is why the blocking signal works. The Secret Service has discussed using this type device when guarding the president. Especially on Inaugral day when the route was well known.
