I routinely monitor Polk County public safety communications on 154.385 MHz and 154.86 mHz. I am located in west Polk County. Regardless of what antenna I use, the communications from east Polk ("above-the-mountain") are barely intelligible. Dispatchers located in west Polk seemingly have no problems communicating with those east Polk units. I have noticed from the FCC database that Polk County is licensed for the Public Safety 4940-4990 MHz Band. Am I correct in assuming that the transmissions of east Polk mobile units, when received by the east Polk repeater, are transmitted to the west Polk dispatchers by microwave link?
