First you will need a great scanner programming for you to be able to download the frequencies for instance ProScan it works with the R/R database as long you have a paid subscription for it. You'll need to download the Polk County P25 system then add the talk groups as bank 1 with group 1 for the talk groups. For Lakeland you will need to add the analog system for Lakeland which is under Lakeland City services which has their Police, EMS/FIRE and etc on a different system. I would add Lakeland to bank 2 with group 2 as their talk group so you can hear both sides of the conversation.

See that is the thing I am trying to find out should this BCD396T have came with a CD ROM I could have loaded into the computer where I could load the scanner with freq's? I have reset the scanner to where it has nothing on it at all I want to start from scratch...

No it doesn't come with that. And in both cases, of someone supplying a CD ROM or using the predefined data attached to certain system keys, there have been MANY changes since the scanner was first issued, so that data is woefully outdated.

This article from our wiki will help you with the mechanics of getting updated data loaded to the scanner. It covers everything from USB cables, software, terms, and most importantly, the link to the Easier to Read manuals homepage (note that all links, both here and in the wiki, are blue)

Program your DMA Scanner - The RadioReference Wiki

I would start by downloading (or buying from Scanner Master) the Easier to Read manual for the 396. Don't even bother with the Uniden trash

The fun of owning a scanner is learning the how's and where's of it. have you tried You tube on how to program it. Have you down loaded the manual on line? Sounds like you want someone to do all the work for you. Try programing it by hand, it is not that hard. you will have to do a little reading like we all have but you will enjoy it much more. You question on 8/20 seemed a little smart I think that is why you did not really get any reply to it. It takes a little time to learn it. You have enough references out there to get it working.

Bronson 24 - If you plan to program the 396T by hand (rather than with software), check the firmware version loaded in the scanner before you undertake any significant programming.

If the scanner is still running version 1 firmware, you will not be able to program in many of the Motorola trunked systems that have rebanded - which includes Polk County.

I'm not sure which update within version 2 or 3 added the selection for rebanded systems ... maybe someone can answer that.

A copy of the version updates is available from the "files" section of the BCD396T group on Yahoogroups.

Just remember to program Polk County P25 system in to bank 1 and group 1 so you can hear both sides of the conversation also add Lakeland as bank 2 and group 2. Not sure what is popular in Polk County also try adding Legoland see what goes on there. Good luck.

That's OK, I don't understand him either.

You look at the information page for the Polk County trunked system. Start by programming in the trunked frequencies so that the scanner can receive the control channel that tells it who's talking.

Then program the fire talkgroups into a bank or group (whatever they call it) and name them appropriately so you can tell them apart.

Then program the police talkgroups into another bank or group so you can segregate them and not hear them when you don't want to.

Continue typing in the other talkgroups in a similar fashion.

Nothing is set in concrete, if you don't like how things are you can massage things until you get them just the way you like them.

I use FreeScan myself so I keep that as my master database, making changes in FreeScan then writing to the scanner when I update things. The computer makes this much easier than programming by hand.

Okay, As I said program the frequencies in bank 1 then program the talk groups as group 1. So you can hear both sides of the conversation if not you won't be able to hear the officer, officers or dispatch talking to each other.

On a trunked (in fact, any) repeater system you always hear "both sides" of a conversation, unless they have taken steps to prevent it. That's the purpose of repeaters. It has nothing to do with how you program your scanner.

Uniden scanners call the frequency table a "system" regardless of whether it is a bunch of conventional frequencies or a trunked system.

What the old scanners used to call channel "banks" are now called "groups" by Uniden.

Programming every talkgroup into one bank as you suggested defeats the purpose of having 10 groups, which is why I suggested starting with fire talkgroups in one group and police in another group. He can refine this as he learns how things work and what he wants to hear.
