The article I read wasn't talking about the technological aspect of communications - it was more about the fact that PFFC was managing their own side of things separately from the REOC. When the fire became an interface fire and then an urban fire, the municipality had no contact with the wildfire command structure. The concept of silos will be harmful no matter what technology you are using. Unified command isn't just a buzzword - it's what we should be practising on all large scale incidents.
