The communication issues listed are an excuse for not having an appropriate comm plan with ESRD. There are provincial mutual aid frequencies that could/should have been used to communicate with aircraft and other agencies. Interoperability doesn't require a multi-million dollar radio system, it requires proper procedures and training on what already exists.

The article I read wasn't talking about the technological aspect of communications - it was more about the fact that PFFC was managing their own side of things separately from the REOC. When the fire became an interface fire and then an urban fire, the municipality had no contact with the wildfire command structure. The concept of silos will be harmful no matter what technology you are using. Unified command isn't just a buzzword - it's what we should be practising on all large scale incidents.
