Can anyone help me understand this? I know that if there is a unit in the area, the system will route his talkgroup through my local towers, but is that the only way it can happen? Curious.

That's the only way it can happen.
However, given oddities in propagation, the unit in question could actually be in Portage County or some other location not particularly close to Coshocton County, but still affiliated to a Coshocton County tower for whatever reason. This kind of thing doesn't happen often, but it does happen.
