Portland 800 TRS up grade question

Does any one know when the Portland 800 mhz TRS system will start being up graded? I seen some info but there no time line when they will start. Also is the system going to remain ecryption free when up grade done or will some TG be ecrypted??

There is no time line really at this point. They are in the very early talks about an upgrade, but from what I gathered its still another 4 or 5 years down the road. A joint venture between the tri-counties was mentioned but if that actually happened I would be surprised. As far as encrypted, too soon to say, but I would doubt it. Digital, most likely.
