Portsmouth question

Just moved to Portsmouth in the Virginia Tidewater and have what may be a n00b question. The rr.com page for Portsmouth (Portsmouth Trunking System, Portsmouth, Virginia - Scanner Frequencies) lists the freqs for a Motorola Type II smartnet system for the city of Portsmouth. None of the freqs seem to be active, though.

Thoughts?

What scanner are you using? Wil it do CC only. How have you ste it up. I live in P-Town and these frequencies are correct and neither the frequencies nor talkgroups have changed in at least couple of years.

Old skool RS Pro-91. I'm not even trying to monitor Ptown as a TRS. Just listening to the freqs in the raw. (Works for Norfolk.) But nothing but dead air. The radio allows me to program the freqs just fine, no error messages.

PTown working with those freqs in northeast suffolk.

Edit:Portsmouth/Norfolk/Suffolk/VaBeach/Newport News all run Smartnet and rotate the four red channels every day. During non-duty the unused reds are used for voice. Thus, program all 10 freqs and toggle Lout/Unlock each day for duty CC.
