If someone gives a location of 36 over 12, what exactly is he indicating?

How confident are you it's a location?
Pretty confident. BP agent was giving location of a jetski in SD harbor to another agent on a boat for interdiction. The jetcki was at 36 over 12 at 32 knots. I have heard them using this shorthand before in similar situations.

N32º 36' W117º 12' would put them a few miles off shore and just above the border off Imperial Beach. 32 knots is about right for a jet ski, either having a lot of fun, or 'pushing weight' and trying to get somewhere quickly. Especially if the seas were calm.

But just a guess. Not sure why they'd reinvent the existing systems. Seems like maybe shorthand.

Perhaps they have extracted a grid focusing on that sector. somewhat cryptic and shorthand.

I'll bet that's it. They know the degrees so the minutes are all that is needed. I tried doing something like that but was using decimal degrees and nothing was working. I thought it was probably something simple but failed to connect the dots. Thank you.
