Interesting.
The 170-172 MHz frequencies are Forest Firefighting and Conservation Channels.
Scroll down to (c) about halfway down the page Electronic Code of Federal Regulations:

The 173 MHz frequencies are commonly used for telemetry and SCADA and usually have a 6 kHz bandwidth limit and require directional antennas.

NIFC, FBI, USFS, BLM, DoA, US Capitol PD, US Navy, BP will [hopefully] fight this one. And that was just looking at the first 5 frequencies post.

Put them in the under-used 220 band that was taken from Amateurs. :wink:
