Most of the digital systems in my area are not public safety, and they can be all over the place in terms of frequency accuracy.

They're not alone. I've seen a number of MFID90 systems whereby the BSI was left at the default "CHANGEME"!
This makes me wonder if the designated BSI traffic channel that usually broadcasts the ID in morse is also sending the same text? LOL
