Postal Inspectors and Postal Police are not the same. However, in NYC, they share frequencies. Here is a more complete listing (I sent Chris NYC info for that blog post):

US Postal Service (USPS):

• 416.2250 R - Postal Inspection Service's "Green" Channel - PL 82.5 Hz
  414.7500 R - Interoperability - PL 82.5 Hz
  409.0250 R - USPS - PL 110.9 Hz

409.0250 MHz appears to be routine truck operations. Tell me if you hear anything on 415.0500 MHz, please.
