I know Pottawattamie agencies have cut over to the Omaha-area ORION system, but I occasionally hear an analog broadcast on 154.8900, PL 192.8, for major incidents, usually calling all county cars. Anyone know if this is a backup frequency or just simulcasting an ORION talkgroup?

All LEA/DPS repeaters in Iowa will go away in October. That state radio system was in service from 1975-2020.
