My guess is Sky Harbor tower talk and some Phoenix PD, maybe, on the unencrypted channels. Anything else in the open that might be interesting to listen in on?
When VPOTUS was in town a couple of weeks ago, everything was on encrypted talk groups. The only thing in the clear was ATC traffic (which you can hear on liveatc.net if you're not close to SHIA).
