Powder River Energy DMR Channels...?

i was scanning with my 436hp scanner on a mobile antenna up in Newcastle today and back last month and caught some DMR stuff on these channels... are these frequencies licensed to Powder River Energy or are they on different repeater sites near Newcastle ??

451.4625 Color Code 1 Weston County ?
451.6125
452.5000
463.3375
464.7250
464.4125
462.4625
464.7750 Color Code 3 Weston County ?

Also as you my know with a few exceptions the lower frequencies are the output on the repeater fixed sites,

yep i was but whats 464.2875 ?? the same area (aka....Warren Peak...)

464.2875 is listed under the Newcastle also, under Wqqp928 warren peak it shows 451.6125, 452.500, 462.4625 as fixed assume out put but can't confirm, if you have time they have other sites listed with the other call signs, like 13 other sites and a lot of microwave sites to really map the system out.
