I have 2 sets of Duracell AA Ni-MH rechargable batteries I charge with the Duracell charger they came with. They charge fine..

The issue is intermittent. I think it's a battery seating method or I am I swapping them too fast? Batteries feel snug once placed into the battery compartment but then I try to power on the scanner it won't power on until I reseat the batteries. Looking at the battery contacts I don't see any corrosion.

Do I need to wait some time before inserting freshly charged batteries or are the battery contacts needed to be cleaned?

I use this scanner for it's nice aircraft band reception while eyeballing ADS-B.

check the negative part to make sure there is no loose plastic that has been pulled off a little.
