Can I use a 5 v 550 ma charger for the Homepatrol 2 I read in the manual in one place said 500ma and a in another part it said 1 amp.

You can only run or charge (but not both) if the charger does less than 1000mA.

I bought a power adapter for the Homepatrol 2 the ad said it was for it but when I got it I checked it out it says 4 to 6 volts and 1 to 3 amps so should that be ok or is that voltage out of range seeing that it requires 5 volt 1000 ma.

I wouldn't get that supply. Having a greater than needed current (amps/milliamps) rating is fine. But if the voltage goes above the rated value, that can damage the scanner. The scanner might handle 6 volts, but it might damage every component if it overloads the voltage regulator. Get something with better voltage regulation.
