Here's something you can start with.

I know that a number of NYSEG trucks from Binghamton are in that area now. In the Binghamton area they use P25 in the 160-161 mhz range exclusively. I'll also attach my BCD396T/BCD996T NYSEG file that includes all frequencies assigned to them in NY State.

(Attached my National Grid BCD396T/BCD996T usd file also. If you have any activity on the 800 mhz frequencies, you'll want to set up a trunked file also. )

People outside your area are going to have a tough time helping you if you don't know who the power company is.

Buffalo area is served by National Grid, formerly Niagara Mohawk.

I can't say for sure what you'll find in your area.

Yes the Power Co,s in Buffalo are p25 and are not encrypted.

I live just down the road in Norwich. What NYSEG freqs are most commonly used? And why to they have freqs in many different bands?

We're closer than you think. I'm right on the Broome/Chenango County border. The frequencies in my BCD396T/BCD996T files contain EVERY frequency assigned to them throughout the state. Not all of them will be active in any given area. Those files were intended to help someone locate which frequencies are active in a particular area. Once you figure that out, you can make a smaller file specific to that area.

I submitted some frequencies to the RR database but they're easy to overlook. The link is at the bottom of the Broome County page.

They are using repeaters. The inputs are in the 150 mhz range and the outputs are in the 160 mhz range. Here are some frequencies for the surrounding area.

I don't know, I'm not there with you. Do you hear a "rushing sound," yes or no? And on which of the many freqencies provided above are you hearing this "rushing sound?" Perhaps it could be something as simple as having your squelch set too high.

Let's try to soften the blow here. What model of scanner are you programming these frequencies in to?
