Not sure if this helps (follow up from above)..I just got back from Smuggler's Notch last week . I did receive a 154.1750 PL 91.5 was unable to id. However, reading above , there is mention of Pownal FD with a 91.5 on another frequency.

From Smugglers Notch, the traffic you heard on 154.175 PL 91.5 might have been the Phillipsburgh - St-Armand (QC) Fire Department. St-Armand Town is located right on the border across from the Town of Highgate, VT, and also do quite a bit of mutual aid into that part of Vermont for structure fire / barn fire calls.
