I doubt it, even LAPD is largely in the clear, I don't think we're going to see too much more encryption coming to Philadelphia. Of course, I have nothing to base that off and it is my own personal speculation, so you never know.. I might be wrong.

I don't see them doing it, but who knows. PD district channels are a definite. Notice how the tac channels all of a sudden are encrypted? Word is the beginning of November.
