PRO-106 Digital Mot. Type II

I imported the following Motorola Type II Smartnet system from RadioReference.com into my RS PRO-106.

I can pick up some conversations transmitted in analog, but if it's digital all I hear is buzzing. The buzzing is intermittent which leads me to believe it is digital voice and not other digital data. Should the PRO-106 be able to pick up digital broadcasts on this type of system? If so, can I tell if the lack of reception is due to encryption or a misconfiguration?

1st are you picking a strong signal on the control channels) if so 2nd thing I can think of it may have been re banded. Try subtracting 15Mhz from all the frequencies & programming then to a different system & see what happens. and also you have it programmed as a MOto 800/900 type system. if all else fails you may need a better ( outside ) antenna?
