I had a lot of the same issues until I understood "object-oriented scanning" and scan lists.
I wish somebody had told me how to handle this problem before I spent many frustrating hours writing objects only to the default scan list, so I will give you some tips to save time.
The next time the scanner stops on a frequency in question, here's what to do:
Press MAN to go to Manual mode.
Note what Scan List number appears in the upper left of the display.
If that is not the list you want that frequency in, press PGM--->EDIT (F2)--->CURR(F2).
You are now editing the parameters of that one frequency/scan object.
Once you press F2, you will be editing that object. The very first parameter is Scan List. The default is list #1. Do you see an asterisk (*) next to the number one when you are in EDIT mode? If so, that object is in list one.
It is possible for one object to be in many lists.
To turn on or off a list, press SEL (the middle of the navigation keypad). If the asterisk is there, that object is in that list. Toggle on or off with SEL.
So...
If you want to put your KHP frequency in Scan List 4, but it is now in Scan List 1...
In EDIT mode, press SEL if you see an asterisk next to "01".
Use the left/right arrow keys to jump to Scan List 4.
When 04 appears on your Scan List editing line, press SEL. An asterisk should then appear next to 04.
Press SAVE (F1) to save your changes.
