Piece of Cake!
I'm currently visiting the great city of Memphis and bought a PRO-106 here in Memphis. I sure love this city. I just wish I could find Elvis.
I was too cheap to buy an interface cable, so I'll just tell you how to set it up quickly without a cable to listen to the Memphis police.
There is a V-Scanner folder stored in your scanner from the factory containing programming information for this area. All you need to do is to load that folder into the scanner's main memory. Here's how you do it...
1. Press FUNC PGM (PROG) to open the V-Scanner menu.
2. Press the Load softkey (F1).
3. Use the up and down arrow keys to scroll to folder 12.
4. Press the Load softkey (F3).
5. The scanner will prompt you with a warning. Press the Yes softkey (F1).
7. After the loading operation is complete, press the SCAN key. The scanner will reboot and begin scanning.
8. While it is scanning press FUNC 9 to enable list 19, which contains programming information for Memphis.
9. Immediately after completing step 8, verify there is a 9 shown on the next to last row on the LCD (indicating list 19 is enabled). If not, repeat step 8.
You should now hear the Memphis cops.
It is best to disable lists you aren't using. You toggle lists on and off by pressing the number keys on the key pad while the scanner is scanning. For example if you press 1, list one will be enabled if it is currently disabled or vice versa. To toggle lists 11-20, you press FUNC and then the second digit of the list.

Spend an hour or so reading the above-mentioned guide and the manual, and you should be all set as far as your other questions are concerned. The manual is extremely well written (a riveting read I must say), and the scanner is very easy and intuitive to operate after reading the manual. I enjoyed reading this manual almost as much as using the scanner. This scanner is a real hoot!
