Is it possible to use my pro-163 and some dsd software to get Harris county P25 transmission through a discriminator tap? Thanks

Yes, if DSD will decode P25 phase I or P25 phase II, which I think it does but not positive. It is also possible with cheaper scanners because there is a risk you may brick that one. Make sure which P25 they use if not both.
