pro 163 problem

I have a Radio Shack Pro 163. I live in Lincoln NE and they run off EDACS. I programed all 20 freq and the talk group id. Before i put the talk groups in I cold here some traffic from LPD and LFR. After i put the talk groups in i dont get anything but the COunty towers that are conventional. Did i prograqm something wrong or not have something set right? anyhelp?

They must be in the correct channels, starting with 01 or 101 or 201, etc.
Don't put anything in channel zero or 100 or 200, etc.
