I got my Pro-197 today, and one minor problem I've run into is that the buttons are hard to push. I've got the unit sitting on a desk, and I mounted the bracket underneath so that the speaker isn't blocked. When I push a button with my right hand I have to hold the bracket with my left hand or else the radio will move. Is that typical?

Never thought about it, but yes after poking at mine, they would be a bit stiff if I were using the brackets as stands.

But I'm not - I got the large rubber feet at RS, they're like 1/2 - 3/4" thick, and put four on the bottom of each scanner. They hold it in place nicely, no motion while pushing buttons, and I can hear the speaker well enough that I don't need an external. The scanner also looks nicer this way, too!

I used the stick-on rubber feet and no bracket, to keep the scanner stationary. I hooked up Motorola external speakers to both my radios for awesome sound!

Yeah, they are a tad hard to use, especially in an "unmounted" setting. They are really nice in mobile setups as they are hard to accidentally push. I usually just put my hand on the top of the radio and use my thumb, or even better, use the mouse to push the buttons in Win500! ;)
