Pro-197 Cuts out while locked on Channel

While receiving a transmission, Pro-197 scanner will lock on the channel like it should but cuts out every few seconds like it is searching for a "Priority" channel signal even though "Priority" is turned "Off" and the screen will flicker. Happens on conventional and trunking channels. I have a Pro-96 programmed with the exact same settings and no problems. Frustrating. Any Thoughts? Thanks

Check and see if the weather priority is set.
