Pro-197 Hangs on Freq?

I monitor many state police post for my area but my local post sticks and hangs for 16 seconds before it starts to scan after they get done talking.. I was able to fix this delay on my 396XT by setting its audio to digital only.. Is there something I can do to have the same results.. BTW I have all delay set to none..
