Pro 197 MARCs question

While listening to OSP, Post 15 base is garbled (encryption?) while the patrol cars are perfectly clear.
None of the other OSP bases are garbled. Post 15 is within 12 miles and uses two towers, one is in my home city. Any ideas?

There are 2 talkgroups for post 15. 51740 is Lisbon Dispatch and shows clear in the database. 51604 is Lisbon Tac and shows encrypted.

This happens quite often with OSP on the regular dispatch channels.

A trooper will temporarily activate encryption on his/her radio and forget to turn it back off.

Usually, dispatch will notify the particular user that their radio is set to encryption.

The OSP Tac channels are almost all 100% encrypted.

Well, the troopers are not encrypted, the post seems it is. Although, it at times seems the post is not using the tower here in town, but the cars are. Weak signal garbled? I have all the county MARCs towers in the scanner, only 3 are actually "in range".

The post will often do this too. Hit the enc button and forget to turn it off.
