PRO-197 Programmers API / Documentation?

If I wanted to write my own home brewed programming application, where would I find documentation about the Pro-197 API? I.E. the layout of the programming data, serial protocol, etc. I search the net and have found nothing.

GRE (maker of the PRO-197) will not release it to the hobbiest even though their web site and manual says they will. Believe me I tried. Now if you are an established professional programmer and want to charge for your software they might.
