PRO-197 stops receiving Digital Signales

I have a RS PRO-197. I'm located in NC so I have it programed with the VIPER/WAKE COUNTY digital system. For some reason, in the past few months, I will stop receiving certain digital signals. For example, Raleigh PD will just go away while Wake County Sheriff, NCSHP and EMS are still being received. Then sometime later I start hearing RDP again. (It's not just RDP, just an example). I've reprogramed the radio several times but get the same result. The signal meter indicates 3-4 out of 5 on the 'S'-meter so I have a strong signal. Besides, if it was week I would assume I would receive nothing digital. All analog stations (I.e., AIR, HAM, etc.) work just find. Any ideas?

Have they moved to using P2? If so, the 197 will not receive those signals. Even if it is simulcast, the 197 does not do well with those.

VIPER and Wake County are 2 different systems. With the exception of some talkgroups on the Wake County system, everything is digital on both systems. What programming software are you using? If you have ARC500 or Win500, please attach your programming file and I will check it for problems. Viper is P25. Wake County is a rebanded 800 MHz Motorola Type II system which requires a custom 800 MHz rebanded band plan. I see only one Raleigh PD backup talkgroup on the VIPER system.
