It is safe and will really work IF done properly. It will also void any remaining warranty, if applicable.

Yup easy, evidently even easier if you don't have the CTCSS board installed. What are you planning on doing with a disc tap?

im not even sure what it is from what i gathered it will play digital freq ( opp) onto my pc , am i right?

In short, it would allow you to decode the control channel (for example) of a system, but you would not hear any of the digital traffic. You would see much of the technical details, however.
